This is more a general notification as opposed to a Newspaper article.

~The street population of the city has DRASTICALLY dropped. Bums and prostitues seem to be a hard commodity to come by in the city, and there weren't that many to start with. City officials seem to be happy with this. Police seem to be getting a lot of missing persons reports.

~Second point is that the city will soon reach its limit for feeding capacity. Hence from now on I need you all to put where you are hunting in your actions. If you hunt all over the place thats fine, still put it in there. But I need to know 'how' and 'where'.
